What is it with these judges?

Ok, here we go again.
Judge John Connor of Ohio recently sentenced an admitted child rapist to no prison time at all. He says that he did it because he wants the convict to get treatment and that no treatment would be available in prison. How about treatment with a pair of scissors?
And once again, I question the true motives of one of these judges.
Is Judge Connor really Edward Reisch?
